Frank Lampard has long spoken of his desire to add to the side he currently possesses. In fact, he lamented their lack of activity during their January transfer window.
According to the Telegraph, former teammates and now manager and sporting director duo Lampard and Petr Cech, made an undercover trip to Germany in a bid to personally convince him to join their side.
The pair laid out their plans for the future and told the 24-year old where he fit in it.
Cech being fluent in German also helped in making the communication easier with Werner and his father who also serves as his agent.
Chelsea also have the COVID-19 pandemic to thank for.
With several football clubs missing out on matchday and broadcasting income during the suspension, Liverpool were no longer in a position to pay £50m+ on a player they would not be regularly playing in their starting XI.
