WWE Royal Rumble Declarations Explained: Why do some WWE superstars have to qualify for the Royal Rumble while some just declare their participation?

The Royal Rumble is an annual event that usually sees about 30 and sometimes even more participants fight it out in a countdown battle royal. The winner(s) gets to (usually) main event Wrestlemania in a World Title match.

Like most years, there have been a number of participants who have declared themselves for the match. There are a few however, that have had to take part in qualifying matches. WWE official Adam Pearce took to Twitter to explain why this is so.

“It’s actually pretty simple: Those that have been granted the ability to simply declare entry into the Royal Rumble by management are free to do so. Those that haven’t must qualify. I don’t write the rules, I enforce them,” Pearce wrote.

It is pleasant to see the WWE attempt to logically attempt to reason something they’ve done for years. This explanation however, leaves a few holes in it. First, where do the surprise entrants fit in these explanations?

Are they also allowed by management to do so? If yes, then does that mean NXT talents that have appeared in the past do not have to qualify but main roster talents do?

Also, what is the criteria to be granted the ability the ability to simply declare entry into the Royal Rumble? If it is to be a World Champion then how were Jey Uso and Cesaro allowed to declare themselves and if it is just any championship then why were Ricochet and Drew Gulak asked to participate in qualifying matches?

There are too many questions that the WWE likely do not have the answers to. This was an admiral attempt by the WWE. However, it is likely best to leave the declarations and qualifications remain what they really are; plot devices to move the story forward.
