Having Heyman on his corner certainly cements his spot as the top heel in the brand. However, as it turns out, this isn’t the only reason why the former Universal Champion was paired with the Heyman. There was reportedly another reason why the WWE wanted Heyman back on television.

Wrestling Observer’s Dave Meltzer speculated that Heyman was brought back by the WWE in order to justify his massive contract. Heyman, who was recently removed from his position as Executive Director of WWE RAW, also has a performer’s contract.
“I guess the deal with putting them together, other than obviously they feel the need for Roman’s turn to be complete, the other end of it is that Heyman has got such a big contract and it’s kind of like I think that they want to justify the fact that he’s got such a big contract and he’s not doing anything,” Meltzer said.
Meltzer noted that Heyman hasn’t appeared on WWE television since Brock Lesnar dropped the WWE title to Drew McIntyre at Wrestlemania. However, he is still making a lot of money without doing anything for months.
“His performer’s contract, he wasn’t doing anything at all ever since Lesnar left and that’s been months now and he’s making a lot of money so I think that you want to justify that by having him work and being with Reigns,” Meltzer continued. “He’s being paid like a top guy so he should be in a top program and it’s not gonna get any bigger than Reigns. Reigns is going to be the biggest heel in the promotion.”
