FOX wants WWE to return to performing in front of live audience. WWE have been performing in the ThunderDome in the pandemic era.
Barring Wrestlemania 37, the WWE have been performing in empty arenas. Yes, the ThunderDome allows for virtual fans. However, they are not the same as a live crowd cheering their favorite superstars and booing the despicable villain.

It has been reported that the WWE plan to bring the crowds back for SummerSlam. Although, there has been no confirmation from the WWE itself, it seems that their TV partner, Fox have reportedly pushed for WWE to return to live crowds.

According to @Wrestlevotes, FOX wants their billion dollar investment in WWE to be on the same playing field as the MLB, the NBA and other sports leagues. The network is reportedly actively seeking updates on timeframes and information related to the return to touring for the company.

WWE moved to the performance center after they began hosting their shows without a crowd. The WWE eventually moved to the ThunderDome. However, it appears that the WWE are ready to welcome the fans full time and if Andrew Zarian of Mat Men Pro Wrestlin is right, that could happen anytime between July 16 -19.
According to the report, Friday, July 16 would be a live SmackDown with fans, while Saturday would be some sort of live event, and then the WWE Money In the Bank pay-per-view would be held on Sunday, July 18, with a live RAW being held on Monday, July 19
